Organization Strengthening

The keOrganizational_Strengtheningy program objective for organizational strengthening is  to consolidate the organization and strengthen its leadership and governance structure. It also aims at ensuring the direct participation  of  its  members, including networks and associates of  AIPP in the programme   development andits implementation. Thereby the task of AIPP Secretariat   is   to facilitate  and coordinate priority activities and  the implementation of a  set of  programs, as well  as  to  carry  out  information dissemination work in order to strengthen Indigenous movements in Asia.

The Key activities under taken under this programme are:

  3. Programme Committee Meetings
  4. Board Meetings
  5. Sub-regional Meetings
  6. Networking and Advocacy
  7. Field visits to member and network organisation

[REPORT] AIPP Evaluation 2005-11: Achievements and Challenges in Strengthening the Indigenous Movement in Asia

AIPP_Evaluation_Binder1_1AIPP has undergone an organizational evaluation for its overall activities during the period of 2005-2011. The evaluation carried out in May-June 2011 by a team composed of Ms. Birgette Feiring and Dr. Sumitra M. Gurung has been published in a report titled "Evaluation of the Asia Indigenous Peoples Pact (AIPP): 2005-2011 - Achievements and Challenges in Strengthening the Indigenous Movement in Asia".

The evaluation that came at a critical juncture when new challenges have emerged with the rapid growth of the AIPP was mainly focused on the institutional functioning of AIPP, funded by three donors that provide core funding: Interchurch Organisation for Development Cooperation (ICCO), International Work Group for Indigenous Affairs (IWGIA), and Swedish Society for Nature Conservation (SSNC). In addition, the evaluation made an overall assessment of the impact of programs and activities not included in the core funding arrangement.

AIPP Governing Bodies, Secretariat and Members

Organizational_StructureThe General Assembly is the supreme body of the organization and meets at least once every four years to decide on the direction of AIPP and to elect its new Executive Council (EC). The EC is the governing body of the organization. EC is composed of 7 members. The six sub-regions of AIPP elects one representative each from their own region and the Secretary General (seventh member) is chosen by the General Assembly.

The President of the EC is chosen by the EC members from amongst themselves. The Secretary General is the chief functionary of the organization and supervises the daily working of the secretariat.

At present, Asia Indigenous Peoples Pact (AIPP) has 39 members, including 11 candidate members from 13 countries in Asia. These candidate members are approved by the Executive Council (EC) during this tenure. Their confirmation as full-fledged members will take place in mid 2011 when they are endorsed by the General Assembly (GA). Of these 39 members, 8 are national federations.

AIPP has been expanding significantly in the last few years and its members and networks have increased correspondingly. The following tables below give an approximate outreach that AIPP that AIPP has achieved so far (2011). The outreach chart is tabulated in the following manner:

Synthesis of Recommendations from the AIPP Sub-regional Meetings 2010 - 2011

Asia Indigenous Peoples Pact (AIPP) has six sub-regional formations and conducts its sub-regional meetings in between its General Assemblies which meet every four years. The sub-regional meeting is one of the important mechanisms that AIPP in partnership with its members has developed. The mechanism provides the space for direct participation and consultation, and collective reflection on the join implementation of AIPP programmes and project implementation with members and networks. It has helped in ensuring that the programmes and activities of AIPP are relevant and that it continues to address the key priorities of AIPP members and networks in each of the sub-regions.

From 2010 to 2011, the sub-regional meetings of the six sub-regions have been held. The synthesis of the recommendations from the meetings of the sub-regions is provided below.

AIPP since then has been working to implement the recommendations from the sub-regional meetings.
