ANNOUNCEMENT : Asia Regional Preparatory Meeting 2011

Asia Regional Preparatory Meeting on UN mechanisms and procedures relating to indigenous peoples
February 26 to March 1, 2011
Chiang Mai, Thailand
Since 2000 the indigenous peoples organizations in Asia have been conducting annual preparatory meeting on the UN mechanisms and procedures in relation to indigenous peoples. This annual preparatory meeting has been strengthening the cooperation of indigenous organizations and leaders in Asia, building their capacity for engaging at the international level for awareness raising, lobby and advocacy.

AIPP as regional indigenous peoples organization in Asia, have been acting as the technical secretariat for the coordination and logistics preparation to this annual preparatory meeting.  

Venue & Date

The Preparatory meeting is scheduled to take place from 26 February – 1 March 2011, Chiang Mai, Thailand. The details of the venue will be sent to participants by mid-January 2011. The host of the meeting is the National Indigenous Peoples Network in Thailand- NIPT, together with the regional secretariat of AIPP.

FOCUS OF THE PREPARATORY MEETING:

1. Theme of UNPFii 2011: Economic and Social Development, Environment and Free Prior and Informed Consent (FPIC); and other issues: Forest; Right to Water
2. Theme of EMRIP: Follow-up to the Right to Participation in Decision-Making
3. Engagement with other mechanisms: Special Rapporteur, Committee on the Elimination of Racial Discrimination (CERD) and the Universal Periodic Review ( Burma and Thailand)
4. Updates on the implementation of UNDRIP

Regional Organizing and Coordination Committee

A regional organizing and coordination committee has been formed composed of the expert members and long time activists on these processes. The committee members are;

1. Vicky Tauli Corpuz- Ex- Chairperson, UNPFii
2. Jannie Lasimbang, Ex – Chairperson, EMRIP
3. Raja Devasish Roy, Asia IP expert to the UNPFii
4. Joan Carling, AIPP- Regional technical coordinator
5. Famark  " Sui" Lawnching, AIPP

The tasks of the Regional organizing and Coordinating Committee;

1. Drafting of the programme and agenda
2. Identification of materials for participants
3. Resource persons for the inputs/ presentations
4. Facilitation of the meeting
5. Selection of the funded participants in coordination with country focal person
6. Assist in the finalization of statements for the UNPFii, EMRIP and others

General Criteria for the Participants:

1. The participant should be an indigenous person;
2. He/she is actively involved in indigenous issues especially on the theme of 2011 theme of UNPFii/EMRIP
3. Officially endorsed by his/her IP organization/ Institution to attend this meeting
4. He/she should be able to speak and understand English; if not, will have to make own arrangement for interpretation
5. Have active passport (not due to expire three months after February)
6. He/she should have familiarity with the UN Mechanism of IPs and or have the time to read and study documents related to UNPFII, EMRIP and other relevant bodies and mechanisms (ICERD, UPR, SP)
7. He/she should have the capacity to prepare reports and follow up the results of the meeting.
8. Over all considerations for participants: Gender balance and youth participation; Combination of old and new participants; Country-representation

Participation and Funding:

SELF-FUNDED PARTICIPANTS:

1. Interested Indigenous peoples activists, defenders and representatives of indigenous organizations/institutions across Asia are warmly welcome to participate in this Meeting following the general criteria for the participants. Interested individuals are encouraged to raise the needed travel and related expenses for their participation to this Meeting.

2. The registration fee for self-funded participants is 200 USD (@ of 50USD per day). This is to cover your food and accommodation cost for your 4 days stay at Thailand. In case you stay longer than this, you will have to bear the additional cost. The advance payment for booking of the rooms will be taken care of by the organizers after you have registered and confirmed your participation and on personal request.  This registration cost will have to be paid personally to the organizers on arrival. This is to enable us to make the necessary logistics arrangements for accommodation and other facilities for the meeting as well as to facilitate your visa application if required.

SPONSORED (Funded) PARTICIPANTS:

AIPP, together with the Regional Organizing and Coordinating Committee (ROCC) shall try its best to raise the needed funds to support at least 2 participants from each country with indigenous peoples. This is however not guaranteed so indigenous organizations are encouraged to seek their funding.

The process of selection of funded participants will be announced on or before December 1, 2010.
